    Primary Duties and Responsibilities
    ? Controls the education staffing table, prepare RPAs in connection with the staffing table including teaching and other posts together with supporting documents;
    ? Controls the scholarships programme in the Department;
    ? Supervises the work of the clerical staff in the Department;
    ? Drafts letters on the subjects of his/her functions and handles related correspondence especially those related to vocational and training aspects;
    ? Assists his/her supervisor in the preparation of the annual budget estimates related to staffing;
    ? Participates in reviewing the class formation including posts of Head Teachers, assistant Head Teachers, Teachers and School Attendants;
    ? Collects, compiles and analyses statistical data related to staffing and maintains up-to-date relevant records and files;
    ? Maintains the Personnel Directive, staff management instructions and the OCM;
    ? Performs such other duties as may be assigned.





    Minimum Qualifications
    ? Two years diploma in business and office practice or other related discipline.
    ? Six years of administrative/management work experience.
    ? Good command of spoken and written English and Arabic.

    Competencies
    ? Excellent communication skills;
    ? Excellent report writing skills in English
    ? Creativity and ability to take initiative;
    ? Full proficiency in conducting statistical analysis using relevant computer software and other applications including the use of database management tools and data analysis software;
    ? Ability to work under tight deadlines with several pending tasks at times;
    ? Ability to work under pressure.

    Desirable Qualifications
    ? A university degree in business administration or other related field;
    ? Proven knowledge of accounting and budget tracking accounting course

    Primary Duties and Responsibilities
    ? Assists the FAO in the administrative supervision, coordination and control of Area offices and regularly inspects Agency installations;
    ? Assists in the conduct of efficiency audit and cost benefit studies and the review of Agency objectives, organization, performance, and resource utilization including reviews of staffing requirements;
    ? Assists in ensuring the implementation of Organization Directives and other instruments and decisions governing Agency organization, procedure and staffing;
    ? Advises on, supervises and as required, arranges the acquisition, allocation, use, maintenance and disposal of office and related accommodation and office services;
    ? Supervises and directs the work of the General Services and Travel & Communication Branches and advises on, and secures compliance with, authorized forms and channels of communication and procedures for office management and the control of correspondence ;
    ? Coordinates the preparation of the annual budget for the department of Administration and ensures compliance therewith;
    ? Acts for senior staff members in their absence as may be required.
    ? Acts as Secretary to the field Contracts Committee and assists in carrying out such research and investigation as may be required;
    ? Performs such other duties as may be assigned.

    Minimum Qualifications
    ? University degree in management science, public or business administration, economics, or related subjects.
    ? Five years experience in the application of the knowledge acquired in (A) above in a large international, governmental or commercial organization.
    ? Excellent command of spoken and written English and Arabic.

    Equivalency
    When the minimum requirements are not met, the Director of Administration and Human Resources, in consultation with the Field Director concerned, may exceptionally substitute part of these requirements with a combination of relevant academic qualifications, professional training and progressive work experience

    In accordance with Agency policy and procedures, the incumbent:
    Primary Duties and Responsibilities
    ? Oversees performance management for the field ensuring the standardization of fair and equitable evaluation of all staff members; analyzes performance management trends and advises managers of the trends and their impact; coordinates with staff and career development to ensure the incorporation of performance management into the development of staff and the management of their careers;
    ? Identifies and analyzes staff and organizational needs on performance management and performance recognition;
    ? Provides technical advice to managers on the performance management cycle including procedures and the completion of forms required for that cycle; provides advice on training needs for the staff;
    ? Coordinates with recruitment, staff and career development to link their activities with the performance management of staff members and ensuring that performance management is part of the HR planning process;
    ? Participates in the development of policies and procedures of the performance management;
    ? Performs such other duties as may be assigned.

    Minimum Qualifications
    ? A university degree in human resources management, public or business administration or any other related field.
    ? At least five years experience in human resources management, public or business administration preferably staff development; performance management, and succession planning, one of which at a supervisory level in administration related function; Two of which at the supervisory level.
    ? Excellent of spoken and written English and Arabic.

    Competencies
    ? Proven analytical skills, ability to identify needs, develop and implement various training and development programmes to meet Agency needs;
    ? Knowledge of human resources and talent management policies and programmes, in particular, performance management, staff development and succession planning, and their interrelationships;
    ? Demonstrates professional competence in meeting commitments. Takes responsibility for incorporating gender perspectives and ensuring equal participation of women and men in all areas of work;
    ? Ability to establish priorities and to plan, coordinate and monitor own work and those under his/her supervision.

    Desirable Qualifications
    Formal training in human resources management and performance evaluation.

    EQUIVALENCY
    When the minimum requirements are not fully met, the Director of UNRWA Operations/Affairs, may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
    NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
